Could someone fix the sound importing/exporting bug? Because in editor they totally forgot it... in Editor.ini you can set it, but it doesn't work either...

There is no sound fix, right now. You can export data of an original map to a text file format to get actors having sound effects.

Besides, taking the name of a SP map enables its background music, i.e. "palace01".

As Arufuru said you cannot import new sounds atm, unless you tweak the engine source files (hooking the headers) but i'm not a hacker.
What you can do is to reuse the xiii existing snds :
In XIIIEd go in the levelinfo properties, and fill-in the maptitle blank with an existing title xiii map. Then you can re-use a xiii library sound used in this map and fill-in the field of your actor with the sound of your choice.
